Who decides, and what does the rule say?
With 95% of homes detached and about 93% owner-occupied (U.S. Census Bureau, ACS 2020-2024, Skyland CDP), the owner decides what happens to each tree, subject to TRPA. A live tree over 14 inches in diameter at breast height needs a permit; a dead tree that could fall on a house does not. Measure 4.5 feet up the trunk on the uphill side.
On lakeshore lots the threshold is 6 inches for live trees between house and lake. The agency decides; see the Tahoe permit guide.
Why does the age of the houses matter?
The median home dates from 1973, so trees beside them have stood for fifty years through that many winters. Age by itself is not a defect, and an arborist, not a table, says whether a given tree is sound. Read what arborists check in a risk assessment before a storm.
Close to the house or the lake
A conifer near a roof can be lowered in sections by crane or boom truck. A tree near the shoreline raises other rules. The arborist checks both at the free estimate; a tree near water or a steep drive may change the method.

Rules here
This community is inside the Tahoe Basin, where the Tahoe Regional Planning Agency requires a permit to remove a live tree over 14 inches in diameter at breast height, measured 4.5 feet above the ground. On lakeshore lots the threshold is 6 inches for live trees between the house and the lake. A dead tree that could fall on a house does not need a TRPA permit.
TRPA also asks for a permit to remove branches from the upper two-thirds of a tree, with exceptions for limbs near structures, utility conflicts and dead wood. The Tahoe Douglas Fire Protection District evaluates defensible space and can issue the fire-safety tree permit. The agency decides.
