# Whose job is the sidewalk? Snow rules in Carson City and Reno

In Carson City the municipal code makes clearing snow and ice from the public sidewalk the property owner's job, and in Reno the city says shoveling sidewalks and driveways is not a service it provides. We found no hour deadline confirmed for Reno, so we do not state one, and you should check the city for current rules.

Key takeaways

- Carson City: sidewalk snow is the property owner's duty under CCMC 11.12.070 and 11.12.130.
- Reno: the city says sidewalk and driveway shoveling is not a service it provides, and it does not remove plow berms from driveways or sidewalks.
- We could not confirm an hour deadline in Reno, so we state none.
- NOAA 1991-2020 normals: Carson City 14.0 inches of snowfall a year, Reno airport 20.9 inches.

This is general information, not legal advice. The cities decide what applies and may change the rules.

## The rules at a glance

| City | Who clears the sidewalk | Where to confirm |
|---|---|---|
| Carson City | The property owner (CCMC 11.12.070 and 11.12.130) | Carson City Public Works, Street Maintenance |
| Reno | Not a city service (Snow and Ice Control page); no hour deadline confirmed | City of Reno Maintenance and Operations |
| Sparks and other towns | Not covered here; ask the city or town | Your city or town hall |

## Who has to clear the sidewalk in Carson City?

The Carson City Municipal Code makes the owner of the property responsible for snow and ice on the sidewalk, in sections 11.12.070 and 11.12.130. Public Works' Street Maintenance division is the contact for questions. We do not restate deadlines or penalties here because we did not confirm them against the current code.

## Does the City of Reno shovel sidewalks?

The City of Reno's Snow and Ice Control page says shoveling a sidewalk or driveway is not a service the city provides, and that the City does not remove the berms its plows leave across driveways and sidewalks. It also says HOAs and apartments handle streets and lots on private property. We did not confirm a written owner duty or a deadline in hours, so we do not state one. Call the City of Reno for the current rule and for how corner lots and shared walks are treated.

## How much snow are we talking about

NOAA's 1991-2020 normals give the Carson City station 14.0 inches of snowfall a year and the Reno-Tahoe International Airport station 20.9 inches. The Reno weather office station in north Reno records 29.7 inches, and Virginia City 46.4. A normal is an average. Single storms can be much larger or smaller, and a walk that cannot be left for a day is a property-owner problem every time it snows.

## Where shoveled snow goes

Do not push it into the street or onto storm drains, and think about where it lands. University of Minnesota Extension advises against depositing snow onto nearby shrubs, because it can break branches and may carry salt. Pile snow where it can melt without blocking walks, driveways, meters or hydrants.

## Practical tips for owners

Clear the walk before the snow packs down, because packed snow turns to ice. Clear a path wide enough for a wheelchair or stroller, clear the curb ramp if your property has one, and keep the storm drain and fire hydrant near your frontage clear if you can do it safely. If you are away, arrange for a neighbor or contractor in advance; a walk is judged by its condition, not by whether you were home. Go easy on salt near trees. See [ice melt, salt and your trees](https://battleborntreeservice.com/guides/ice-melt-salt-and-trees/).

## Why we do not quote deadlines

Some cities set a deadline in hours after a storm ends, and some set fines. Because the Reno deadline was not confirmed and we did not read the current Carson City penalty language, we leave both out. Using a rule we cannot verify would help no one. Call the city, ask what the rule is today and get the name of the person who told you.

## What we do

We offer snow and ice removal for residential and commercial properties: plowing, hauling, shoveling, salting, and clearing sidewalks and driveways. We use commercial-grade plows, pushers, front-end loaders and skid steers, and we offer a custom flat rate to ongoing customers. The team is available around the clock in snow season.
